FY 2022 Community Project Funding Submissions
For Fiscal Year (FY) 2022, Chairwoman Rosa DeLauro announced that the House Committee on Appropriations would be accepting Community Project Funding (CPF) requests from Members, in addition to the standard programmatic and language-based requests that are considered each year for House Appropriations bills.
Each Member was limited to no more than 10 Community Project Funding requests across all 12 subcommittees for Fiscal Year 2022 and there was no guarantee that any requested projects would be funded. The FY2022 CPF process had a limited scope with combined earmarks capped at 1% of all discretionary spending.
Of note:
- All projects had to meet the relevant statutory and administrative criteria for funding through the grant program under which it was submitted.
- A requests submitted to Congresswoman Jacobs were not guaranteed to be selected.
- The selection of a project did guarantee it would be funded by the Appropriations Committee.
- The Committee would not provide cost-share waivers, and grantees were (and are) legally responsible for meeting the non-federal cost share requirements and all other applicable grant criteria.
Eligible Entities and Projects
Only state and local government entities, public institutions, and non-profit entities were eligible to submit and receive funding through CPF. Funding could be directed to for-profit entities and would not include waivers for state or local match requirements. While matching funds did not have to be in-hand prior to the request, requesting entities needed a plan to meet such requirements for the project to be viable. Additionally, each submission needed to be for FY2022 only and could not include multi-year funding requests. The Committee would only consider projects with demonstrated community support in the form of letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.
The requests submitted by Congresswoman Jacobs to the Appropriations Committee are below. Members were (and are) required to certify that neither they nor their immediate family have a financial interest in the requests made.
- Project Name: 2-1-1 San Diego CIE Network Expansion
- Request Amount: $250,000
- Intended Recipient: 2-1-1 San Diego

- Explanation of the Request: 2-1-1 San Diego is a San Diego-based 501c3 non-profit organization established in 2003 to serve as our region’s pathway to social and health services leveraging the 2-1-1 dialing code. While their headquarters are located in California's 52nd District, they service the entire greater San Diego region, including all of California's 53rd District. This program would specifically serve the needs of the 53rd District in the hardest to reach communities.
With this additional funding, 2-1-1 San Diego will expand the CIE network to train more providers serving District 53 and provide ongoing 2-1-1 services. The organization will expand and deepen the level of care coordination and system navigation necessary to assist San Diegans with complex social and health needs. The CIE is an ecosystem comprised of 102 health, social, and government organizations serving as multidisciplinary network partners using a shared language, resource database, and integrated technology platform to provide enhanced service delivery and community planning.
The CIE enables partner organizations to proactively share information about clients’ needs and service use across sectors to facilitate better care coordination. By focusing on these core components, the CIE network enables our community to shift away from a reactive approach to providing care toward proactive, holistic, person-centered care. The CIE is a proven tool that is driving innovation and collaboration here in San Diego and being replicated in communities across the nation. During COVID-19, the CIE was used as critical resource for communicating and connecting to fluid resources for health and social needs.
It is a valuable use of taxpayer funds because 2-1-1 San Diego is helping to connect community members with resources, funding, and government services available to them, including through the American Rescue Plan. This expanded program would allow federal funding to reach the right people and ultimately help our community rebound faster than it otherwise would. Beyond COVID-19, 2-1-1 San Diego regularly provides information and enrollment support for public services like SNAP/CalFresh, and is also activated during emergencies to take some burden off of 911 operators.

- Project Name: County of San Diego Child Care Expansion Fund
- Request Amount: $1,000,000
- Intended Recipient: County of San Diego

- Explanation of the Request: San Diego County families suffer from an acute shortage of child care options. Although a recent provider survey of 511 local child care providers revealed that 17 percent of center operators and 38 percent of family child care operators are eager to expand to serve more children and families, they are daunted by the costs and logistics of renovating their existing space or adding an additional location. In addition, 56 percent of child care center operators and 37 percent of family child care providers rent or lease their facility, which makes their operations unstable and impedes their efforts to renovate or to finance an expansion.
The Child Care Expansion Fund would enable small child care businesses to overcome the barriers to expansion. The funds would be used to cover pre-development, acquisition and renovation costs, with federal funds matched by impact investors and philanthropy on at least a 2:1 basis. Both center-based and family child care businesses would qualify for the support. All projects must result in an increase in child care slots. New businesses would not qualify for the support; preference will be given to businesses with a track record of successful operations.
It is estimated that the new child care facilities would serve 300-500 children and their families annually, creating approximately 75 jobs (teachers and assistant teachers, directors, food service, custodial/facilities). The economic ripple effects from new high-quality child care capacity are broad, and stem from (1) enabling labor force participation by parents (especially mothers), (2) the small businesses themselves, and (3) the investments in the children’s development during the critical brain- and habit-building years leading to yield higher education attainment, higher incomes and lower utilization of public benefits during adulthood.

- Project Name: Linda Vista Branch Library, Outdoor Early Learning Patio Project
- Request Amount: $500,000

- Explanation of the Request: Requested funding will facilitate the expansion of an outdoor children’s area and homework center at the Linda Vista Branch Library. The Library, a busy 10,000 sq. ft. facility, is space-constrained and its uses often overlap and collide. There is currently an enclosed, outdoor patio adjacent to our children’s area and homework center. If expanded and enhanced, the patio would more than double the space devoted to early learning and family support. In December 2020 the library was awarded a California State Library grant for professional design of these improvements. Working with a firm that has created children's spaces for the San Diego Zoo and San Diego Botanic Gardens, a developed design that supports overlapping uses: a meeting and crafts space; seating for friends, families, and readers; events for large groups of children; homework center meal service; library summer camps; and nature-based play and learning. The design also addresses outstanding site issues, including drainage, lighting, shade, and the requirement for a second exit. This request is for the construction of the prepared design.
The Linda Vista Branch Library serves all ages but is most heavily used by families with young children. The Do Your Homework @ the Library center is the busiest in San Diego each year by a substantial margin. This reflects the demographics of the area but also the importance of public educational supports for this substantially immigrant, working-class community. The neighborhood is urban and is identified by the San Diego Foundation as “parks-poor.” In a 2018 local community survey, “access to nature” tied for third out of 12 neighborhood-need responses. The patio expansion plan is driven by these dual priorities, will directly improve provision of many library programs, and aligns with current research which finds that nature-based play is among the best modes for early childhood cognitive development.

- Project Name: City Heights Multimedia IDEA LAB and Performance Annex
- Request Amount: $1,000,000

- Explanation of the Request: Requested funds will complete a joint community facing project between the Library, Parks & Recreation, and Commission for Arts & Culture to renovate the interior/exterior public spaces at the City Heights/Weingart Library, Performance Annex, and park to better serve the City Heights, Talmadge, and College Area communities.
The Annex is a black box theatre and park-facing outdoor amphitheater. Adjacent space on the library’s second floor will be a community access multimedia broadcasting hub. The planned renovation includes public art, a new tot lot, reimagined landscaping/gathering places, box office and a new theatre entrance to allow for safer flow of audience and performer traffic. - Signed Financial Disclosure Letter

- Project Name: Balboa Park Starlight Bowl ADA Facility Enhancements
- Request Amount: $500,000
- Intended Recipient: City of San Diego

- Project Address: 2005 Pan American Plaza, San Diego, CA 92101
- Explanation of the Request: Balboa Park's Starlight Bowl, which was constructed in the 1930s, needs Americans with Disabilities Act (ADA) facility enhancements. This funding would allow the City of San Diego to make ADA facility improvements throughout the facility, including completing accessibility enhancements from entrance of the facility to the restrooms, as well as installing ADA-compliant fixtures and bathroom stalls. It will also allow the facility kitchen to install a new ventilation system.
