Congresswoman Jacobs Speaks on House Floor on Child Tax Credit

More than 148,000 children in CA-53 eligible for benefits under expanded CTC

Congresswoman Sara Jacobs (D-CA-53) spoke on the House floor today, highlighting the benefits of the expanded and improved Child Tax Credit (CTC) and calling for the changes made under the American Rescue Plan to be made permanent.

Earlier this week, Congresswoman Jacobs announced that the families of 148,000 children in CA-53 are eligible for expanded benefits. In CA-53, 44,600 households will receive an average annual benefit of $2,900.

The American Rescue Plan expanded Child Tax Credit eligibility to include more low-income households; made the benefits fully refundable, meaning they do not have to be paid back later; and created a new process for benefits to be paid directly to recipients monthly. The IRS has announced that the first monthly benefits will hit bank accounts in July.

These changes to the Child Tax Credit will expire next year and Congresswoman Jacobs is leading the effort in Congress to make the expanded Child Tax Credit permanent. Last month, Congresswoman Jacobs led a letter from freshman members to President Biden, urging him to do the same.

The transcript of Congresswoman Jacobs’ remarks is as follows:

Mister Speaker, I rise today in support of the expanded Child Tax Credit -- and in support of making it permanent.

I was so proud to fight for the expanded Child Tax Credit to be included in the American Rescue Plan, and to have made so much progress on ending childhood poverty in my first four months in Congress.

Across the country, we will lift 5 million kids out of poverty, this year.

In my district alone, that’s 12,000 kids who will no longer live in poverty. It’s more than 44,000 families -- more than 148,000 kids -- who will be helped.

But our work isn’t done.

It’s unacceptable that we would let the Child Tax Credit expire and allow even a single kid fall back into poverty.

We have the opportunity to make investments that will impact a generation of Americans.

So let’s expand the Child Tax Credit permanently, let’s invest in parents and families, and let’s build a better future for all of our kids.

I yield back.
