Congresswoman Jacobs Announces Paola Guzman as New District Director and Policy Advisor; Deputy Chief of Staff Jessica Mier to Join House CAO in Leadership Role

Today, Congresswoman Sara Jacobs (CA-53) announced the appointment of Paola Guzman as her new District Director and Policy Advisor, and the transition of her Deputy Chief of Staff Jessica Mier, who will be joining the Office of the Chief Administrative Officer of the U.S. House of Representatives.

Mier, who has served as Congresswoman Jacobs’ Deputy Chief of Staff and has run the San Diego district office since the start of the Congresswoman’s term, is being elevated to serve as a Director for Senior Congressional Leadership Learning and Development in the Office of the Chief Administrative Officer of the U.S. House of Representatives. Mier was chosen for this role based on her standard-setting service to the people of the 53rd District. In this prestigious new role, Mier will advise district directors and district offices across the country on best practices in constituent services, community outreach, and staff management. She will continue to be based in San Diego. 

Guzman, who currently runs Congresswoman Jacobs’ child care and child poverty legislative portfolios, has been named as the new District Director and Policy Advisor. Guzman, a San Diego native, previously served in the Office of Congressman Juan Vargas as a Legislative Assistant and Senior Field Representative, where her portfolio consisted of both legislative expertise and field operations surrounding issues of border affairs, immigration, and environmental policy. Prior to working in government, Guzman worked for the ACLU of San Diego and Imperial Counties and is a graduate of the University of California, San Diego, where she received a bachelor’s degree in Political Science and a master’s degree in International Affairs.

Upon announcing these staff changes, Congresswoman Sara Jacobs released the following statement:

We’ll miss her leadership, optimism, and deep sense of service in our office, but we’re honored that the Chief Administrative Officer of the House of Representatives recognized such incredible talent on our team and sought out Jessica for this extraordinarily important position. District teams across the country will be in great hands, just as ours has been under Jessica’s leadership — and we’re excited that she’ll remain a proud CA-53 resident.”
