Congresswoman Sara Jacobs Secures Funding for San Diego Projects in House Appropriations Bill
Funding for Linda Vista Branch Library, City Heights/Weingart Branch Library, and Balboa Starlight Bowl included in bill, totaling $2 million in federal funding
Congresswoman Sara Jacobs (CA-53) has secured $2 million in federal funding for three local projects included in the Fiscal Year 2022 House Appropriations bill. This is the first step in federal funding being directed towards local projects supported by the City of San Diego.
On Monday, the House Appropriations Subcommittee on Transportation, and Housing and Urban Development, and Related Agencies approved the Fiscal Year 2022 Transportation, and Housing and Urban Development, and Related Agencies Funding Bill, which included the three San Diego-area projects submitted by Congresswoman Jacobs. Specifically, the Committee approved $500,000 for the Linda Vista Branch Library Outdoor Early Learning Patio Project, $1,000,000 in funding for renovations to the City Heights Multimedia IDEA LAB and Performance Annex at the City Heights/Weingart Library, and $500,000 for Balboa Park Starlight Bowl ADA facility enhancements.
Last month, Jacobs also secured $1 million in funding for San Diego County’s Child Care Expansion Fund, and $25 million for the Central Mobility Hub, which was included in the House-passed INVEST in America Act.
“I am proud to have secured funding for the Linda Vista Branch Library, the City Heights/Weingart Library, and the Balboa Starlight Bowl in the Transportation, and Housing and Urban Development, and Related Agencies Appropriations Bill. These investments, along with $1,000,000 in funding for San Diego County’s Child Care Expansion Fund, are a big step in making sure we’re prioritizing San Diego kids and families in our recovery and making our community more accessible for everyone,” said Congresswoman Sara Jacobs.
“Including San Diego’s community project funding requests as part of the Transportation, Housing and Urban Development Appropriations Bill creates an opportunity for three transformative projects in our city that wouldn’t have been possible without Congresswoman Jacobs’ advocacy and leadership. The ADA enhancements at the Starlight Bowl, building a new outdoor early learning patio at the Linda Vista Library, and renovations at the City Heights/Weingart Library will bring much-needed facility improvements and enhance the lives of San Diegans.” said City of San Diego Mayor Todd Gloria.

Accepted Community Project Funding Requests Submitted by Congresswoman Jacobs:
- Linda Vista Branch Library Outdoor Early Learning Patio Project
- Request amount: $500,000
- Funding to facilitate the construction of an outdoor children’s area and homework center at Linda Vista Branch Library
- City Heights Multimedia IDEA LAB and Performance Annex at the City Heights/Weingart Library
- Request amount: $1,000,000
- Funding to complete construction of new interior/exterior renovations at the facility serving the City Heights, Talmadge, and College Area communities
- Balboa Park Starlight Bowl ADA Facility Enhancements
- Request amount: $500,000
- Funding to support ADA enhancements for the facility, expanding accessibility to the outdoor venue as it undergoes renovations
- County of San Diego Child Care Expansion Fund (announced in June in the Financial Services and General Government Appropriations bill)
- Request amount: $1,000,000
- Funding to help small businesses cover acquisition and development costs associated with creating additional child care slots and addressing San Diego’s child care crisis
- Central Mobility Hub (announced in June in the INVEST in America Act)
- Request amount: $25,000,000 (jointly submitted by Congresswoman Jacobs and Congressman Scott Peters)
- Funding designated for the design work for the San Diego Central Mobility Hub and to support the completion of the environmental study for the facilities.
Per Appropriations eligibility rules, only state and local government entities, public institutions, and non-profit entities are eligible to submit and receive funding through Community Project Funding. Appropriations rules also state that funding cannot be directed to for-profit entities and will not include waivers for state or local match requirements. Additionally, each submission must be for FY2022 only and cannot include multi-year funding requests.
